York is a young woman of around average size. She has long and wavy light hair and patches of freckles under her eyes. She wears a dark top cut off just below her breasts with her designation Punk-06 written on the front. She also wears a light-colored jacket over her top, a pair of bikini bottoms, dark gloves, large dark boots that go up past her knees, and a pair of goggles on her forehead. When she eats a lot, she becomes immensely obese, but can instantly return to her original figure after going to the bathroom.

Being designated the “greed” satellite of Vegapunk, York is a very gluttonous and lazy individual. Her primary task seems to be to eat, sleep, and relieve herself for the other satellites so they can perform their own duties unimpeded.

Abilities and Powers

Being a satellite of Vegapunk, York has likely been a contributor to the genius scientist’s numerous technological developments. Due to being responsible for eating on behalf of all satellites, she consumes large quantities of food to the degree of attaining a BMI of 600 (20 times the amount considered obese) and also expels the waste, doing this multiple times per day, but this does not seem to negatively affect her body.

Vegapunk/Atlas

Atlas, also designated as Punk-05 , is one of the six satellites of Dr. Vegapunk, embodying his aspect of "violence".

Appearance

Atlas is an extremely large girl, appearing to be as tall as Kaidou according to Luffy, with a young appearance. She has short curly hair, with the left side of it being dark colored and the right side being light; she has a very long curl of hair on each side of her head that runs down to her belly. She appears to have a long, bushy tail on her abdomen. She wears a short dark dress with her number on it as well as a downward-pointing arrow on the front. She also wears dark boots, dark gloves with light sleeves attached, an earpiece enabling communication with the other satellites, and a large jetpack on her back.

Personality

Being designated the “violence” satellite of Vegapunk, Atlas has a short temper and is prone to violence upon getting angry, which has been shown to occur if someone attacks her or if people show an inability to utilize her inventions successfully. She is very talkative and will gladly give detailed explanations on the inner workings of her inventions. She is quite interested in the question of the definition of reality, and though she has a firm view on the matter, she thinks other people need to decide the answer for themselves. She uses the first person pronoun ore , which is typically considered masculine or aggressive, befitting her violent behavior.




Abilities and Powers

Being a satellite of Vegapunk, Atlas has been a contributor to the genius scientist’s numerous technological developments. Befitting her large size, Atlas possesses significant strength, as she was able to punch Luffy and send him slamming into a wall with great force, leaving him with bruises. She also possesses great durability, being barely affected by a normal punch from Luffy. Her body made a metallic clanging sound when Luffy struck it, meaning she may wear armor or have cyborg modifications.

Engineering Expertise

Atlas high-fiving a hologram woman with her Light-Pressure Gloves. As one of Vegapunk's satellites, Atlas has access to numerous futuristic equipment and weapons that she and the other satellites have developed.

  • Her gloves, which are called Light-Pressure Gloves , allow her to interact with light as though it is tangible. This will cause the holograms on Egghead to react to her actions as though they were real, such as when she punched a dragon hologram and it recoiled.
  • The jetpack on her back enables her to fly through the air.

Vegapunk/Pythagoras

Pythagoras, also designated as Punk-04 , is one of the six satellites of Dr. Vegapunk, embodying his aspect of "wisdom". 

Appearance

Pythagoras is a large mechanical being. His head is a sphere with a turn key protruding from the top and a space in the front containing the eyes; the head can detach from the main body and move independently with a set of retractable arms and legs. Pythagoras' main body is metallic, with the top part being dark-colored and the bottom light-colored. Its designation Punk-04 is printed on its left breast and a kanji symbol is printed on the center of its chest. Its arms, hands, and legs are composed of bendable metal rods.




Personality

Being Vegapunk's "wisdom" satellite, Pythagoras has shown to be calm and highly interested in observing the performances of Vegapunk's inventions. It is devoted to recording data from these tests and examining the potential scientific implications, and can grow very excited when situations arise that provide exceptional data.

Abilities and Powers

Being a satellite of Vegapunk, Pythagoras has been a contributor to the genius scientist’s numerous technological developments. Pythagoras is extremely intelligent, being capable of drawing a large number of theories and conclusions just by witnessing Vegapunk's inventions in action; when observing one of the Seraphim in combat, Pythagoras quickly made observations regarding potential Lineage Factor traits.

Vegapunk/Edison

Edison, also designated as Punk-03 , is one of the six satellites of Dr. Vegapunk, embodying his aspect of "thinking". 

Appearance

Edison is a small mechanical creature, being similar in size to a young child. Its head is shaped like an American football with two appendages on top of it resembling rabbit ears, and eyes bulging out of an opening in the front; the number 03 is branded on its forehead. Over its body, Edison wears a jacket which is dark on the left side and light on the right; the kanji for "idea" is printed on the right breast, and the left side has a pattern resembling a spear. Edison possesses metallic fingers, thin rod-like legs, and blocky feet.




Personality

Edison is extremely energetic and constantly busy plotting new invention ideas and running experiments. It frequently interjects with "Eureka!" whenever having an idea. Edison was shown to be taken aback toward Lilith's violent tendencies and threats.

Abilities and Powers

Being a satellite of Vegapunk, Edison has been a contributor to the genius scientist’s numerous technological developments, appearing to be primarily responsible for mapping out the details of new inventions.

Equipment

Edison wears a jetpack on its back, allowing it to fly and hover in the air.

Vegapunk/Lilith

Lilith, also designated as Punk-02 , is one of six satellites of Dr. Vegapunk, embodying his aspect of "evil".

Appearance

Lilith has the appearance of a young woman with wild light hair. She wears a light full-body jumpsuit that bears her designation of Punk-02 on the left breast; she also wears a dark coat, boots, gloves, and aviator helmet. Like the other satellites, she wears an earpiece and antenna on her left ear which enables communication with Vegapunk's other manifestations.

Personality

Being designated the "evil" satellite of Vegapunk, Lilith is the manifestation of Vegapunk's ruthless and malevolent traits. She utilizes her technology and weaponry to steal from voyagers, chiefly pirates, who trespass on Egghead, justifying this to Shaka as necessary for the sake of keeping Vegapunk's research operational. However, she possesses a rash attitude which can cause her to underestimate those she attacks, as she was stunned when Shaka, the manifestation of Vegapunk's logic, pointed out that the Straw Hats were equipped and poised to deal great harm to herself and her army of Sea Beasts; in response, Lilith seems capable of heeding Shaka's advice making her far from unreasonable. She uses the first person pronoun washi , which is usually associated with old men in fiction. She also uses stereotypical elderly speech patterns such as the copula ja.




Abilities and Powers

Being one of six manifestations of the genius scientist Vegapunk, Lilith has contributed to his numerous technological advances and breakthroughs. Despite the technology and weaponry at her disposal, Lilith was cautioned by Shaka that she was not equipped to take on Roronoa Zoro and Nico Robin, two members of an Emperor's crew with bounties around Beli 1 billion, in combat.

Engineering Expertise

Lilith has made heavy use of mechas and cybernetically-enhanced animals to aid her in combat. She pilots a giant mecha called the Vega Force 1, which is extremely large to the point of being able to carry the Thousand Sunny in its hands. The Vega Force is able to move underwater and unleash explosions when it punches. Additionally, Lilith has power over Sea Beasts that she has turned into cyborgs. These Sea Beasts are equipped with numerous weapons, with an example being the Mecha-Shark having a torpedo launcher in its mouth. This army of cyborg creatures allows Lilith to easily surround and overwhelm ships sailing the sea, enabling her to loot them. However, she has had issues with achieving programming to completely override the organic urges of the creatures, which limits her ability to have them do exactly what she wants; Shaka himself would note that any equipment, weaponry and modified Sea Beasts at Lilith's disposal would be useless against a swordsman of Zoro's caliber. 

Vegapunk/Shaka

Shaka, also designated as Punk-01 , is one of the six satellites of Dr. Vegapunk, embodying his aspect of "good".

Appearance

Shaka is an average-sized man, standing at about the same height as Sanji. His head is covered by a futuristic metal helmet bearing the number 01 over the face. He wears a very long dark coat with light-colored patterns; the jacket has the words "Vegapunk 01" written at the bottom and "Caution" written on the left sleeve. He also wears a pair of very large boots that run all the way up to wear his jacket ends, leaving little to no skin exposed.




Personality

Being designated the "good" satellite of Vegapunk, Shaka is extremely thoughtful. During Lilith’s confrontation with the Straw Hat Pirates, Shaka was shown to be extremely observant of the crew’s mannerisms and abilities, and quickly conveyed to Lilith that she had blundered. Shaka does not approve of Lilith looting and pillaging from others, saying such actions are detrimental to a scientist’s pride. Although not as antagonistic as Lilith, Shaka does not trust pirates and so will take steps to prevent attack if he is in company of such.

Abilities and Powers

Being a satellite of Vegapunk, Shaka has likely been a contributor to the genius scientist’s numerous technological developments. Shaka appears to be able to share senses with other satellites, allowing them to know what was going on with Lilith while she was out at sea. Shaka’s analytical skills are a boon in combat situations, as they were able to prevent Lilith from foolishly attacking the Straw Hats by quickly pointing out the crew’s capabilities and strategic mindset.

Momonga

Vice Admiral Momonga is a Marine officer and the Base Commander of the G-1 Marine Base. He was one of the five vice admirals who had led the Buster Call on Enies Lobby.




Appearance

Momonga is a man with a black mohawk and a mustache (dark red in the anime). He wears the standard marine uniform, consisting of a purple and white pinstripe suit with a coat draped over his shoulders, like Kizaru. Underneath his coat lies a dark blue shirt and a light blue tie. He is of average height and very well-built. He carries around his weapon of choice, a katana, either attached to his right hip or on his shoulder. In his youth, he wore a marine cap and had not yet grown a mustache. Twenty-seven years ago Momonga looked the same, except his mustache was much longer and thinner, and his mohawk was arranged in a different style, pointing forward.

Personality

Momonga is very serious. He is stern and dead set on completing all of his missions. As of yet, it is uncertain what type of "Justice" he follows, although he appears to be sincerely concerned on the welfare of his subordinates. However, he is sometimes easily annoyed by their incompetence, as seen when they quickly fell for Hancock's charms. He is apparently instinctive, being that he figured out a way to block the effects of Boa Hancock's Mero Mero Mellow beam in mere seconds. Although he is not completely immune to her beauty, he is at least resilient enough to not be completely captivated by her charms. Momonga also appears to value etiquette and civility, as he was quickly disgusted by the atrocious behavior of many despicable Level 6 inmates in Impel Down when a large number of them began hooting and hollering at the sight of Boa Hancock and said disgusting things to Magellan, which he found highly undignified and vulgar.

Abilities and Powers

As a vice admiral within the marines, Momonga can execute a Buster Call if he has the support of four other vice admirals and has authority over a large number of subordinates and those of lower rank. Momonga has respectable abilities in both mind and body. When he waits to "collect" Hancock, he kills a Sea King from the inside. Similarly, he is able to block Hancock's Devil Fruit abilities by stabbing his hand with a knife, using pain to block the lust that consumed the rest of his crew and turned them into stone. Hancock stated that it was his experience that prevented him from being affected by her power. Momonga also leaves Hancock with a warning that even without his men he is still dangerous.

Physical Abilities
Momonga has incredible strength as he was able to easily kill a Sea King which is tough enough to resist gunfire and cannonballs without taking any damage. Momonga is also extremely agile, as shortly after he dived inside the Sea King's stomach through the mouth, he swiftly killed it. He has a strong tolerance to pain as he readily stabbed his own hand to resist the effects of Hancock's petrification powers.

Rokushiki
Momonga can use at least two of the Rokushiki techniques. During the Summit War of Marineford, he is seen using Soru and Geppo against Monkey D. Luffy.




Swordsmanship
Momonga is a highly proficient and powerful swordsman, as seen when he could kill a Sea King with his sword from the inside of its belly. He is seen employing swordsmanship with his Rokushiki techniques. In the anime, he could cleanly slice Panz Fry's gigantic soup ladle made of metal and also take down the giant in a single slash.

Weapons
Momonga carries around a katana with a flower-shaped octofoil tsuba and a brown hilt-wrapping, attached to his right hip, which may suggest that he's either left-handed or ambidextrous. He also has a tanto, which he used to inflict pain on himself to prevent himself from getting petrified by Hancock's Mero Mero no Mi.

Haki
Like all vice admirals, Momonga is capable of using Haki. He possesses the ability to use Busoshoku and Kenbunshoku Haki.

John Giant

John Giant is a Vice Admiral in the Marine Headquarters, and the first giant to ever enlist in the Marines.

Appearance

John Giant is a giant, and towers over regular soldiers. He is shown to have curly brown hair with a large bulbous chin. Unlike most giants who have a more heavy rounded stature, John is one of the few giants to look mostly human. Unlike other Marines, his traditional white robe is customized, with yellow accents, red borders, and a richly decorated collar. He also carries awarded medals on his left breast, signifying his important rank and status. He wears a traditional red bicorne hat with the Marine's symbol. Unlike other high-ranking Marines, he actually wears his marine coat with his arms in the sleeves. Underneath that, he wears an orange shirt, simple loose pants and boots. Overall, he appears to be a well decorated Marine. He also wields a katana that fits his size, slung over his shoulder.




Personality

John Giant is a loyal Marine Vice Admiral, willing to risk his life during the Summit War of Marineford by clashing with Whitebeard. He also seems to be very serious and stern.

Abilities and Powers

John is a giant, which grants him strength and endurance that is several times greater than that of an average human. As a Vice Admiral, he has command over all lower-ranking subordinates within the Marines. However, the full extent of his abilities cannot be clearly determined as he fought against the powerful Whitebeard, who quickly defeated the Vice Admiral.

Haki
It was stated that all vice admirals possess Haki, so John can also use the ability.

Weapons
He is a swordsman with a katana that fits his size. It has a clover-shaped tsuba and a tassel wrapped around its sheath.

Tsuru

"Great Staff Officer" Tsuru is an extremely famous and powerful Marine vice admiral. Tsuru is one of the major figures, along with Kong, Sengoku, Shiki, Silvers Rayleigh, Monkey D. Garp and Whitebeard, from the times when Gol D. Roger, the "Pirate King", was still alive.




Appearance

Tsuru is a tall, thin, and elderly woman with gray hair tied in a bun. Her attire appears to be less formal than the other high-ranking officers', consisting of an untucked shirt, with the sleeves rolled up and a tie around her neck, and calves-long pants, which makes her somewhat resemble the animal of her name, the crane. She sports earrings made of beads, and wears two bracelets on her right wrist. The epaulets on her Marine coat are golden for the outer epaulets and purple with two white dots for the inner epaulets. During the time of the Battle of Edd War, they were the standard blue. Twenty-seven years ago at age 49, her skin was already wrinkled despite only being middle-aged.  In her youth, she was quite beautiful and had dark blue hair tied up in a loose ponytail, with sidebangs that framed both sides of her face. She wore a standard Marine uniform with a rifle strapped to her back.

Personality

She is a veteran Marine who is not without wisdom for her age. She seems extremely knowledgeable; she knew Donquixote Doflamingo set the Marines to fight each other in the Marine and Warlord meeting when all others thought the two were simply messing around, and knew who Laffitte was on sight. She is not above telling off the younger marines that show concern for her well being when she steps up to fight the incoming pirates at Marine HQ. She then justifies herself being on the front line with the other vice admirals by stating there is no longer a safe place left in the world for her to run to anyway. According to Garp, she is an empathetic woman although she does not show this disposition very often. Tsuru follows "Clean Justice". This motto was first seen in the Adventure of Nebulandia special, and was confirmed to be canon in Vivre Card - One Piece Visual Dictionary.

Abilities and Powers

As a veteran Vice Admiral from the same generation of Marines as Garp and Sengoku, Tsuru is one of the most prominent Marines in the world. She is well-renowned and recognized as a legendary figure by the likes of Franky and Usopp. Even in her elderly age of 63, Tsuru was strong enough to strike intense fear into Doflamingo, who even becoming a Warlord of the Sea was an extremely powerful pirate, as he was quick to flee during her many pursuits of the Donquixote Pirates throughout the North Blue, and despite his initial plans to reclaim Law from the Marines's custody to use his powers to immortalized himself, Doflamingo quickly changed this plan upon seeing her battleship off the coast of Minion Island. Several years later, when Doflamingo lost his title as a Warlord, he still showed respect for her, a stark contrast to his usual disrespect to other high ranking Marines. Alongside Sengoku and Issho, she was part of Doflamingo's Marine escort who fought against Jack, a right-hand man of Emperor Kaidou.




Tactical Skills
Tsuru has vast knowledge of criminals from various parts of the world, being able to instantly recognize Laffitte and explain his history to Sengoku. She is present at important meetings concerning the Three Great Powers, such as the meeting to determine Crocodile's successor in the Seven Warlords of the Sea. Tsuru is said to be second to none in experience and knowledge, and acted as a renowned staff officer for Fleet Admiral Sengoku before his retirement. 

Devil Fruit
Tsuru ate the Woshu Woshu no Mi, a Paramecia-type Devil Fruit that allows her to literally "wash and hang out to dry" people and objects as if they were clothes, turning them into flat and malleable like fabric. This disables the opponents by rendering them unable to move. This power can also "clean" a limited amount of evil off the victims, which is considered a dangerous ability against pirates.

Weapon
In her youth, she is seen with a flintlock rifle. How proficient she is in using it is unknown.

Haki
As a Marine Vice Admiral, Tsuru holds proficiency in Haki, specifically both Busoshoku and Kenbunshoku Haki.

Monkey D. Garp

Monkey D. Garp is an extremely famous and powerful Marine vice admiral. He is the father of Monkey D. Dragon, the paternal grandfather of Monkey D. Luffy, and the adoptive grandfather of Portgas D. Ace. He was responsible for overseeing Ace's birth and raising a young Luffy, before entrusting them both to the Dadan Family. Garp is one of the major figures, along with Kong, Sengoku, Shiki, Silvers Rayleigh, Tsuru and Whitebeard, from the times when Gol D. Roger, the "Pirate King", was still alive. His feats as a Marine soldier were met with immense notoriety and prestige, with his actions during one incident in particular bestowing him the title of Hero of the Marines. Notably, Garp was offered the rank of Admiral several times throughout his career, but he refused the offer of promotion every time. Garp was first introduced during the Diary of Koby-Meppo Cover Page Serial, where he took charge of both Koby and Helmeppo's training after its events. After the war, he became a Marine Instructor to train new recruits, though still retaining the rank of vice admiral. Due to his actions, he could be considered the main antagonist of the Post-Enies Lobby Arc. He is also a supporting antagonist in the Marineford Arc.




Appearance

Garp is a tall, tanned, broad-chested, muscular old man. He has a beard and a scar over his left eye. In the anime, his eye color is blue, and his hair is gray, whereas in the manga, it is white. Garp and Tsuru are the only two vice admirals to have special shoulder-pads; Garp is golden and blue (black and red in the anime) while Tsuru is purple with white dot whereas the standard color is blue and red. During the Battle of Edd War, Garp's had two black stripes on his epaulettes and during his appearance at Water 7, it increased to three stripes and by the time of the Marineford War, it increased again to four stripes. The dog mask that Garp initially wore when introduced served to hide his identity as Luffy's grandfather, whose design had appeared in Romance Dawn, Version 2. After their relationship was revealed in the Post-Enies Lobby Arc, Garp is no longer seen wearing the mask. In his free time or vacation, Garp often wears sandals, a red tropical shirt and light-colored shorts. He sometimes pairs this shirt with black trousers and boots. When visiting Dadan during Luffy's childhood, he sometimes wears his official black suit without wearing his Marine cape.

Personality

Garp is an eccentric but caring man, who is loyal to both his criminal family and the Marine Headquarters, who he has served for decades. He is loud, boisterous, exuberant, and overall acts in a similar manner to his grandson. He has a habit of falling asleep during conversations and can be absent-minded. Luffy's crew noted his, apparently hereditary, selfishness during Garp's interaction with Luffy in Water 7. Unlike many Marines, Garp does not believe that a person's lineage determines their path. On a similar note, he does not believe that being labeled a criminal necessarily makes someone a bad person. Although Garp wanted his grandsons to become marines, he entrusted their care to a mountain bandit whom he had refused to turn over for prosecution. Garp believes that throwing children into harsh conditions will ultimately make them strong and has no problem hitting children to drive home a point. Despite this, Garp is a supportive person. When Ace asked Garp whether he should have been born, Garp replies that Ace will find the answer if he continues living. When Momousagi mentioned Luffy being targeted by two Emperors, Garp did not express much concern about it. Although Garp will ultimately comply with Marine HQ's most serious orders, he highly values his freedom and family, often to a point where he bends the rules to accommodate these values. He initially refused to capture Luffy in Water 7 until explicitly ordered to do so. Despite fulfilling his duties, Garp has a Moral Code to follow, which according to Sengoku, is the main reason why Garp refuse the promotion as an Admiral multiple times, with one of the code dictates that it is not his duty to protect Celestial Dragons. Additionally, Garp is generally amused by Luffy's exploits as a pirate, and only seriously laments both of his grandsons' choices to become pirates after Ace is captured. He also ultimately allowed Luffy to hit him due to valuing his family more than his duty as a Marine during the war at Marineford. He even seemed ready to defend them when Akainu wounded Ace and was on the verge of killing Luffy. Like Luffy, Garp is extremely blunt and honest when talking to people, as seen when he openly badmouthed Sterry, the current king of the Goa Kingdom, unafraid of the consequences in doing so. He considers the Celestial Dragons scumbags and is not afraid of expressing this aloud. The main reason he refused to become an admiral is because he does not want to be their direct subordinate. On one occasion, he also blurted out Monkey D. Dragon's name in front of Luffy, his friends, and his subordinates without any consideration at Water 7. When he realized he should not have said that he just simply laughed it off, asking those who heard to forget about it.  When Garp prepares to fight seriously, he often removes his Marine coat or a suit jacket. Like his grandson, Garp is extremely fond of food, especially donuts and rice crackers.

Abilities and Powers

Leadership
As a vice admiral of the Marine Headquarters, Garp has command over all lower ranking soldiers, as seen when he took two of Ripper's subordinates (Koby and Helmeppo) and made them his own subordinates instead due to his higher rank. Also, as a vice admiral, he has the potential to be called upon to be one of five vice admirals leading a fleet of ten battleships during a Buster Call. Being a Marine vice admiral and the commanding officer of the 153rd Marine Branch, Garp possesses leadership skills and is well respected by many among the Marines, having mentored many other prominent figures in the Marines, including former Admiral Kuzan. He is a great teacher, as he was able to make Koby and Helmeppo capable fighters in a short period of time, and he was also selected to be an instructor. He was also the one who trained Luffy and Ace into being strong enough to set sail on their own.

Physical Abilities
Garp's strength is considered legendary. At his best he had monstrous punching power at his disposal, with his epithet, "Garp the Fist", attesting to the tremendous power of his punches. He claimed to have crushed eight mountains during his training to face Chinjao. This is proven when he was able to dent Chinjao's drill head, which was powerful enough to split the immensely hard Ice Continent in two, with relative ease. It is evident Whitebeard respects Garp's strength, as he mentioned him during his talk with Shanks.




Attacks

  • Genkotsu Meteor literally meaning "Fist-Bone Meteorite"): Garp throws a cannonball at an enemy ship. Due to Garp's superhuman strength, he can throw them like baseballs, and the impacts are more powerful than when being fired from an actual cannon. In the FUNimation adaptions, this is called Meteor Fist. The literal reading of the kanji is actually Genkotsu Inseki.
  • Genkotsu Ryuseigun literally meaning "Fist-Bone Meteor Swarm"): Garp throws one thousand iron cannonballs at enemy ships. The cannonballs are supplied by conveyor belts on either side of him. In the FUNimation adaptions, this is called Meteor Fist Shower.
  • Ai aru Kobushi literally meaning "Fist of Love"): A gag technique, which is a simple but powerful punch to strike Luffy on his head. He had been shown to have used this on Ace during his childhood as well. In Pirate Warriors 2 and Pirate Warriors 3, the game adds the visual effect of a giant fist coming down on the enemies and is Garp's first Special Attack in both games. In the FUNimation adaptions, it is called Fist of Love.

Haki
As a vice admiral, Garp is fully capable of using Haki. Aside from his mastery over Busoshoku Haki, Garp is also knowledgeable about Haoshoku Haki. Although not demonstrated to be a user of it, Garp commented that Luffy was born with it when he subconsciously released it. He is also a capable teacher, as he taught both Koby and Helmeppo

Busoshoku Haki
By hardening his fist, Garp became able to counter and even crush Chinjao's Busoushoku Haki-enhanced drill-shaped head 30 years ago, proving his superior mastery compared to Chinjao, who himself is a masterful Busoushoku Haki user in his own right. During the Summit War of Marineford, he managed to punch and hurt Marco, despite the latter being in his regenerative phoenix form.

Kenbunshoku Haki
When Koby awakened Kenbunshoku Haki, Dr. Fishbonen recommended that Koby ask Garp how to master it, suggesting he has enough expertise in it to mentor others.

Sengoku

Sengoku the Buddha is a former fleet admiral of the Marines, succeeding Kong and preceding Sakazuki. Sometime during the timeskip, he became an Inspector General. He was also one of the major figures along with Kong, Whitebeard, Shiki, Monkey D. Garp, Tsuru and Silvers Rayleigh during the times when Gol D. Roger, the "Pirate King", was still alive, and still continues to be in the present, even after his retirement from the Marines. He raised both Donquixote Rosinante and X Drake like his own sons. Due to his actions and his position in the Marines, he is one of the main antagonists of the Marineford Arc.




Appearance

Sengoku is a tall, fair-skinned, and muscular man with a long, braided goatee and a mustache. He is usually seen alongside his pet goat. His cap covers his hair, which is set in a large afro. His afro was revealed after using his Devil Fruit powers and having his cap knocked off. Ironically, prior to the timeskip, despite already being an elderly man upon his debut (being 77 years old at the time, thereby making him a year older than Garp and Rayleigh, both men being from his generation), Sengoku displayed little to no physical signs of his actual age, with his hair still not having grayed after 20 years. He typically wears black-rimmed glasses and a white and gold full Marine admiral uniform that is adorned with medals. The most distinctive features of this uniform are a life-size seagull on top of his cap, and his oversized Marine coat which he wears like a cape. His coat has the kanji for justice, in blue, emblazoned on the back, and has unique colored cuffs, with his being white. Twenty years before the present storyline, when Sengoku was already an admiral, he did not cover his afro and sported only a mustache. During his orders to Saul to bombard Ohara, he wore less regal-looking attire than he does in the present storyline: a simple black tank top, blue jeans, and his glasses, which is unlike a typical admiral's formal suit. The only Marine-related attire he wore at the time was apparently his Marine coat, draped over like a cape. However, when he was fighting Shiki in Marineford, he was wearing a black double-breasted suit with a blue tie under his coat. Fourteen years ago, still as an Admiral, he is seen wearing a white suit with a floral button dress shirt underneath and begins to grow his trademark braided goatee, albeit much shorter than it is now. His epaulettes during his time as an Admiral were similar to Garp's, which were red and black, but he doesn't have black on it, and he never used red epaulets ever since he became Fleet Admiral. In his youth, he also did not cover his afro and he lacked a beard. As a child, Sengoku had his trademark afro, and he was seen wearing a karate uniform with a black belt tied on his waist. During the two-year timeskip, Sengoku aged with his hair turning gray, and has also grown sideburns. His former uniform is now replaced with a more casual wear during his retirement. He is wearing a dark blue shirt with red and green zig-zag patterns, orange tie with white marine shorts, and a Marine coat.

Personality

Sengoku appears to be an exceedingly proud, enlightened, and intelligent man who was loyal to the World Government and, up until the cover-up of the Impel Down incident, never questioned orders from them. He also will not accept any reason for letting a criminal go, and also has a habit of getting very irritated with failure. His motto is "Reigning Justice", in that he prioritizes upholding justice over all things, although he certainly does not shy away from actions that fall under the code of Absolute Justice. From his view, the Seven Warlords of the Sea are just pirates, though he notes how valuable they can be when the time comes. However, as the years went by, he appeared to be losing his faith in the government, shown after the Summit War of Marineford when he was furious at the order from the Five Elders to suppress the second escape incident in Level 6 of Impel Down to save face and keep the faith of the people, thus placing nations in danger. This eventually led Sengoku to resign from the Marines.

Abilities and Powers

Tactical Skills
An extraordinary master strategist with immense military experience, Sengoku is renowned for his tactical and strategic genius by Marines and pirates alike. He is mainly responsible for all the Marine maneuvers deployed throughout the Whitebeard War at Marineford, such as forwarding a plan to all Marines that Portgas D. Ace was to be executed ahead of the official schedule with the intention that the opposing pirate forces would intercept the message and lose their composure. He then conspired with Admiral Akainu in a plot to derail the alliance between Whitebeard's core divisions and the 41 independent New World pirate crews assisting by directing a 20-strong Pacifista division to target only the non-Whitebeard division pirates, and it was possible that the earlier transmissions regarding Ace's true parentage was not only an act of public justification but also to demoralize those pirates who were undermined by the Roger Pirates. With Akainu's persuasion, Sengoku's plan managed to drive one of those captains to attempt assassinating Whitebeard himself, and while the blow was not fatal, it did further debilitate Whitebeard's already hazardous condition. He operated his strategies while keeping close in mind the various powers of his greatest subordinates, especially the Marine Admirals: raising Marineford's siege walls in conjunction with Akainu's "Ryusei Kazan" to rout the allied pirate forces and destroying Whitebeard's flagship, the Moby Dick while protecting the brunt of the Marine garrison from the damage.




Physical Abilities
Even without his Zoan Devil Fruit powers, Sengoku has enormous strength, enough to effortlessly hold down an enraged Garp with only one hand. Sengoku is also a tremendously skilled hand-to-hand fighter. Combined with his Mythical Zoan Devil Fruit powers, he could knock away all the members of the Blackbeard Pirates, who are extremely powerful in their own right, sending them flying. Sengoku has extraordinary speed, even in his gigantic buddha form. He could launch an unexpected surprise attack on all the members of the Blackbeard Pirates.

Devil Fruit
Sengoku ate the Hito Hito no Mi, Model: Daibutsu, a Mythical Zoan-type Devil Fruit that allows him to transform into a giant golden Buddha and a human-Buddha hybrid at will. This power is the source of his nickname, "Sengoku the Buddha". A number of Marines claimed that they have never seen him use this power before the war. As a Zoan, Sengoku gains an immense boost to his already impressive physical abilities while in his Buddha form. With only a single indirectly connecting punch, Sengoku was able to make the Marineford execution platform collapse, despite the punch being cushioned and blocked by Luffy's Gear 3 inflated belly and Mr. 3's "stronger than steel" Candle Wall. He can also release an exceptionally powerful golden shockwave with a palm thrust, it is strong enough to send a majority of the incredibly strong Blackbeard Pirates, consisting of some of the most dangerous criminals in history, flying a fair distance away. In the anime, his golden shockwaves are strong enough to clash evenly with the tremor shockwaves created by the Gura Gura no Mi of Blackbeard.

Haki
It has been stated that all marines with the rank of vice admiral and above possess Haki, so as a former high-ranking officer as well as leader of the Marines, Sengoku can also use the ability. Sengoku is one of the very few people in the world who can use all three types of Haki.

Busoshoku Haki
Sengkou possesses the ability to use Busoshoku Haki, While he has not yet showcased his usage of it in the manga, he has been seen using it in Burning Blood.

Aramaki

Aramaki, better known by his alias Ryokugyu, is an admiral in the Marines. He attained his rank during the two-year timeskip, along with Fujitora, both filling the two admiral vacancies left by Aokiji and Akainu. Ryokugyu was first mentioned by Donquixote Doflamingo in the Dressrosa Arc, and debuted in the Levely Arc. His full appearance and real name were revealed near the end of the Wano Country Arc, in which he serves as a supporting antagonist.

Appearance

Ryokugyu is a muscular man with thick and wild dark hair which reaches to his neck. He appears to be quite tall, as he looked comparable to fellow admiral Fujitora who stands at 2.7 meters. On his face, he has a somewhat pronounced nose and lips as well as a light goatee and sideburns; he has been shown smoking a cigarette. Ryokugyu does not wear a shirt, whereby exposing a large kanji tattoo "死川心中" (meaning "double suicide at death river"?) running down the left side of his chest. He wears a pair of dark-colored pants with light flower designs on the left leg, whereas the right leg has a few small tears. Additionally, he wears the standard Marine cloak which covers his otherwise bare back as well as a pair of sunglasses over his eyes.




Personality

Ryokugyu is shown to act in a casual and uncouth manner, being unafraid of expressing his mind. With friends and allies, he has been shown to act quite jovial and conversational, as seen by his talk with fellow admiral Fujitora. With enemies, however, Ryokugyu has expressed open contempt much like his direct superior Sakazuki, whom he wishes to emulate out of admiration. Ryokugyu agrees with Sakazuki's principle of never holding back when battling enemies, and is very much a follower of Absolute Justice. Thus, he is quite brutal during combat; he was shown impaling many of the Beasts Pirates in a gruesome manner during his attack on them and kicked Queen multiple times after impaling him. Ryokugyu also tends to disparage the abilities of opponents he easily overwhelms, as shown by his attack on the Beasts Pirates. He also did not make any kind of effort whatsoever to arrest any of them, choosing to instead butcher them all.

Abilities and Powers

Physical Abilities
Ryokugyu's physical prowess are immense, befitting his position as a marine admiral. Despite having not eaten in three years, he has remained completely healthy and not lacking in energy. It should be noted that he has been shown absorbing liquid into his body via his Devil Fruit, with water being a key source of nutrients for plants; however, it has not been officially stated or indicated that this is the reason he has been able to fast for so long. Ryokugyu is an extremely resilient man, capable of taking an advanced Haoshoku Haki attack from Yamato directly to the head, and while he confessed the attack hurt and was impressed with Yamato's level of Haki, he was unphased by the attack.



Devil Fruit
Ryokugyu ate the Mori Mori no Mi, a Logia-type Devil Fruit that allows him to create, control, and transform his body into plantlife. The plants he creates can be grown rapidly and moved around freely, seemingly not being limited by any rigidity that some plants, such as trees, normally possess. Notably, as plants are a solid element, he cannot turn intangible, though non-Haki attacks are still harmless to him and he will regenerate from any damage. Interestingly, he regenerates by sprouting out of the ground and growing back into his normal self.

Busoshoku Haki
Ryokugyu possesses the ability to use Busoshoku Haki. He is able to harden the tips of the branches he creates with his devil fruit powers.

Kenbunshoku Haki
Ryokugyu possesses the ability to use Kenbunshoku Haki. He was able to sense the Red Hair Pirates miles outside of Wano Country after Shanks used his Haoshoku Haki.

Weapons
Ryokugyu carries around a shirasaya-like katana on his hip that does not appear to be in a sheath.

Issho

Issho, better known by his alias Fujitora, is an admiral in the Marines. He was conscripted through a World Military Draft during the two-year timeskip, being appointed to his rank (next to Ryokugyu) to fill the two admiral vacancies caused by Kuzan's resignation and Sakazuki's promotion. A proponent of "Humane Justice", Fujitora notably spearheaded a campaign for the abolishment of the "Seven Warlords of the Sea" system, which came to pass during the most recent Levely. Fujitora was first mentioned by Sakazuki when the latter was discussing plans to deal with Monkey D. Luffy and Trafalgar Law on Dressrosa. His following mission and actions on Dressrosa made him the first admiral to physically appear post-timeskip and the secondary antagonist of the Dressrosa Arc.

Appearance

Fujitora is a blind man with only the whites of his eyes showing, though he usually keeps both eyes closed. He has an X-shaped scar centered on the left side of his forehead that stretches over both eyes, which was actually self-inflicted due to his decision to blind himself. He has short dark hair, a mustache, and a beard. He seems to be very tall, a trait shared with other admirals. Like other admirals, Fujitora sports the standard Marine coat with his personal clothes underneath, wearing the coat on his shoulders like a cape with his arms not in the sleeves. His sleeves' cuffs are purple. While previous admirals and other high-ranked Marines wear the conventional suit and tie underneath their Marine coats, Fujitora opts for a light-purple yukata held up with a dark purple belt, all underneath a purple cloak, matching the color in his alias. Fujitora wields a shikomizue (a Japanese swordstick) that doubles as a cane for his blindness, and also wears geta sandals. He has white bandages wrapped around both of his forearms, with handguards on both hands.




Abilities and Powers

Physical Abilities
Fujitora's physical strength and fortitude are immense, befitting an admiral. He was able to defend against and repel powerful attacks from the likes of Roronoa Zoro, Sabo, and Luffy as well as clash with them (including the latter when using Gear 2 and Gear 3) with little to no visible effort. He could also withstand a kick from Doflamingo without issue using his sword. Incredibly resilient, Fujitora could guard against a Haki-imbued Gear 3 punch from Luffy without using his own Haki while remaining unhurt by the blow.

Swordsmanship
Fujitora wields a shikomizue (a sword blade in a cane-like mounting) in tandem with his Devil Fruit ability, channeling his gravity powers through the sword. The sword is a Meito, though its name is yet to be revealed. Usually, Fujitora wields his weapon in a reverse-grip style, the blade pointing in the direction opposite to his thumb. Despite his blindness, the admiral has shown to be extremely skilled with his blade, able to deflect or block incoming attacks, even extremely strong ones or surprise attacks, with little issue using simple parrying maneuvers, demonstrating lightning-fast dexterity all the while. Fujitora's swordsmanship, combined with his Devil Fruit powers, allowed him to repeatedly and evenly clash with Sabo wielding his flame-shrouded staff and exhibit no trouble in doing so.

Devil Fruit
Fujitora ate the Zushi Zushi no Mi, a Paramecia-type Devil Fruit that allows him to manipulate gravitational forces. The ability's range of effect can potentially span wide areas, even entire islands, and is primarily channeled through the admiral's sword. Fujitora can drastically increase the gravity around others, keeping them on the ground and making it difficult for them to move, including extremely strong adversaries. He can increase the gravity acting on opponents to press them down under immense pressure, even going as far as to create large craters deep into the ground. Fujitora can also control the direction of his gravity, allowing him to generate "horizontal" gravity to attack with a tremendous outward force. Moreover, the admiral is able to employ his power defensively by making fields of seemingly reverse gravity to repel attacks. He can also use the gravity to pull objects directly toward himself, with the field of gravity being capable of reaching (possibly) into outer space, which Fujitora has used multiple times to summon meteorites to strike his opponents. By negating gravity entirely, Issho can enact the controlled levitation of nonliving objects around him. He has been shown levitating a battleship to move himself and his men more quickly over the sea, as well as floating a small rock to use as a personal mobile platform to stand and ride around on, achieving effective flight.




Busoshoku Haki
Fujitora is a highly skilled user of Busoshoku Haki, being able to clash head-on with Sabo, a Logia user who himself is proficient with this Haki. Fujitora can focus a strong concentration of Haki into his sword, rendering it obsidian-black and strong enough to defend against the razor-sharp string bars of Doflamingo's Torikago, which can easily slice up cannonballs and stone buildings.

Kenbunshoku Haki
Fujitora possesses masterful skill in Kenbunshoku Haki, which he uses to compensate for his blindness in battle, and his incredible skill gives him a strong sense of danger. He can accurately predict fast (and surprise) attacks from enemies, like an unexpected kick from Doflamingo, and generally handle combat against extremely strong, fast, and agile enemies without apparent difficulty. Most notably, Fujitora is capable of perceiving living beings around him as images in his "mind's eye" (represented as colored, person-shaped auras on a dark background), in a way unimpaired by his blindness. Additionally, Fujitora has demonstrated the ability to read and hear the true thoughts and emotions of other people, which made him aware, for example, that the Dressrosa citizenry bore no ill will towards Luffy while "chasing" him out of their country.
