Garp and the marines are there to protect the celestial dragons, garling is there to do the celestial dragons bidding and get shakky, roger's pirates are only there for shakky, and rocks' pirates are there for a bunch of different reasons but their captain's main objective is to save his clan. Both of the pirate groups will have to go through the celestial dragons to get what they want, but between the death of the davy clan and simply having shakky, one of these two things is much more valuable to the celestial dragons than the other.
So I think that rocks will start rampaging through the celestial dragons to save his clan, that they will have to compromise to survive, they'll offer shakky to the roger pirates in exchange for their defense, they will agree, which will lead to the explanation of the god valley incident that sengoku gave the young marines way back in the day ; roger and garp teaming up to protect celestial dragons from rocks.
From there the rocks' pirates will be at a much larger disadvantage given that every single other faction on the island is against them, they'll start doing exactly what we expect from rocks' crew (betraying each other as they've always been described), with each going their own way looking for devil fruits or other personal interests, which will result in rocks dying and the entire island being erased from existence by mother flame once everyone is gone.
All this to say, garling's hubris to kidnap shakky and her presence on god valley is gonna be both the trigger to the incident, and also the sole reason why the celestial dragons and the god's knights weren't exterminated by rocks, and on top of that, roger's pirates are gonna defend the celestial dragons for purely self-interested reasons despite the fact that they should be teaming up with the rocks pirates, and are gonna lead to many immense threats to humanity surviving way past their hour like garling.
