Loki defeated a buffed Harald. The un-buffed version of Harald clashed on equal footing with Rocks, who seems to have been roughly prime-Roger / pirate-king level, if not somewhat above pirate-king level. Remember it took both Garp and Roger's full power to take down a demonic Rocks. And Loki has probably only grown in power since then, given that he's had years to hone and practice his new powers. So Loki should probably be substantially above Luffy right now, unless Luffy is already supposed to be at or above Roger's level.
Loki seems to embodied a lot of strawhats traits, him not telling anyone what he did basically parallels to Nami playing the bad guy. Imu's dialogue implies that someone of Harald's power and disposition could destabilize the World Government. Harald truly cared about not just giants but everyone and people could end up gravitating to him overtime. Anyone with half a brain knows the world government is a lesser evil that you pay tribute to in order to be part of their coalition rather than an unaffiliated nation vulnerable to rampaging pirates. Someone like Harald might come to be viewed as a better option to try rallying around and in time could potentially pull member nations and resources away from the government toward something new and better. With Imu proclaiming that Elbaph is of the D, this just re-affirms by belief that the frozen Strawhat in Mariejoy belonged to Loki's Ancestor, a giant who befriended Joy Boy in the distant past. Waiting for the reveal that the reason Elbaph's war mentality survived into the modern day was because of this ancestor dying gloriously in battle, after Imu Domi Reversi-ed him against Joy Boy.
