My thinking is that the D was suppressed, so many people chose to hide it from their kids to protect them. Or, not everyone from those countries carried it in the first place, only crewmates of Joyboy got it and carried it down their lines leading to 10-15 family names associated with D. I’m going to take a guess that Loki went out to sea and then met Lola/Big Mom. He became attracted to her and decided to put on-hold his plans. She left, and Big Mom tried to pass Chiffon, so Loki becomes heartbroken and hurt. In his hurt, he decides to focus on his goal for revenge. It is during this time, that Shanks pieces together the Mural, knowledge he gained as a God’s Knight, and other sources to decide that Loki is very important to the final battle. Shanks can’t talk Loki out of his plans, so he beats him up and brings him to Elbaph until the time is right.
