Imu is too scared to send another god's knight to elbaf because he knows loki would beat his ass. My bet is that post elbaf, we will get lokis resolve to find the galleila, and then chopper/nami (dont really remember who saw the giants at punk hazard) just casually drops that they have seen them at ph and then loki will travel to unfreeze them while main crew continues their travels. Don't know why people truly thought he was actually join the crew, the entire sunny ship would fit in one palm of his hand, remember the giants carried their ship with two hands and he makes those giants look like children.
Makes more sense for him to end up taking over the new giant pirates while hajrudin becomes king of elbaph.
Recruitment history for strawhats is pretty much meet luffy and receive the luffy draft notice end of discussion. When it comes to luffy the only thing that can allow you to dodge the draft is death or somehow pulling a vivi or yamato(kind of) which I doubt loki can do. Lilith also exists and the ancient research facility could hold something. Plus elbaf is the last place to add a new crew member in the story after this it will be the final stretch to laughtale and blackbeard and then finally imu unless oda can somehow squeeze another arc in after this that can introduce a character equal in strength to loki where minimal character development post their arc is necessary but that is utterly impossible. Do I think loki will join? No clue but it is fun trying to think how oda could achieve it considering the size situation.
