I actually think that's wrong. The devil fruit loki ate was supposed to be the sacred treasure of elbaf. So I suspect the niflheim attack we saw was loki's power. Devil fruit users can obviously use weapons together with their power. We've seen it in the past. I am curious as to what unique powers ragnir might have, but it may also just be ratatoskr as a hammer, and ratatoskr in actual myth isn't impressive, he's mostly funny, because he runs up and down the world tree carrying insults between the serpent at the bottom and the bird at the top. He's literally rage baiting and causing chaos to hurt the tree for fun. So the hammer may just be a really god damn strong hammer. But I think the asgardian realms are gonna be a product of loki's devil fruit.
But loki obviously also has some monstrous form change due to the fruit that we have seen only in sillouhette last chapter. So the fruit was probably a mythical zoan. Likely a god fruit and loki is some supreme god of elbaf that oda made up that will encompass all the realms of asgard. Like giga super odin. Or, if oda does something really cool, he will pick a primordial god. When people think of norse myth, they think odin is the top dog, similar to how people think zeus is the strongest dude in greek myth. But no, not even close. The primordial gods from the myths are supposed to be far above what odin can hope to ever achieve. So I hope loki got a fruit of some primordial norse god. I was thinking the same thing, but it's probably ragnir's ability since loki asked it to show its power. Ratatoskr runs through yggdrasil, so it make sense for its fruit to give a different ability for each of the realms that are in it.
